This is the new Kaimu Black Sand Beach near Pahoa in the Puna District of the Big Island of Hawaii. The old Kaimu Beach Park was covered by lava in a long flow from 1986 to 1992.
The new beach doesn’t have much sand, but at low tide you can access the shore below the lava cliffs where there are smooth black rocks that have been churned in the surf. The hike starts near the Kaimu Korner Country Store and the trail is about 2000 feet to the shoreline.
